The highlights and development trends of remote sensing techniques and application in the world are summarized in this paper. On the basis of analysing the three five-year plan of remote sensing in China,the authors set forth the guiding ideology,countermeasure and proposal of the developmental strategy for the research on remote sensing technology and application during the ninth five-year plan.
