面对全球资源继续受损和生态环境继续恶化的严峻形势,制定我国的全球资源战略意义重大。在本世纪末至下世纪初,我国的全球战略任务主要是(1)积极参加全球性资源革命;(2)大力加强资源利用与保护科学技术;(3)继续规划和加快实施保护自然资源、改善生态环境的巨型工程;(4)建立为实现现代化目标的资源保障体系;(5)推进资源产业化进程,使经济建设与资源再生产协调发展。为实现上述战略任务,必须从严控制人口数量,从快提高人口素质,对全民进行以提高“全球资源意识”的资源与环境教育,建立健全资源系统的法制管理。

Facing the stern situation of the loss of global resources and the worsen of ecology environment, it is significant that draw up the global resources of our country. Between the period of the end of this century and the beginning of last one , the main global strategic assignments of our country are: 1) Take an active part in the global resources revolution; 2) Devote major efforts to the sciences and technology study of utilization and protection of resources; 3) Further plan and carry out fastly the giant project to protect natural resources and to improve ecology enviornment;4)Set uo guarantee system of resources to realize our modernilization goal;5)Push forward the industrial process of resources and coordinate the developement of economic construction and resources reproduction.In order to realize the above strategic assignments,we must strictly controll popilation quantity and fastly ennhace population quality;teach every people by resource and environment to enhance the global resources consciousness;and set up perffect legal management of resources system.
