ANALYSIS OF THE STRATEGIC PLANS OF INTERNATIONAL GEOSCIENCES, RESOURCES, ENVIRONMENT AND ECOLOGY

The strategic programs of geosciences, resources, environment and ecology for the next ten to twenty years of the major international geosciences institutions (such as NASA、USGS、NOAA、NERC、BGS), the major international organizations (such as ICSU、EU、OECD、UNESCO), the major foundations (such as NSF、ESF) are introduced in this paper. These programs reflect the objectives, research plans, research contents and priorities of geosciences, resources and environment/ecology of these institutions, organizations and foundations, even the international research focuses and trends of geosciences, resources and environment/ecology in the next ten to twenty years, thus they are helpful for understanding the developmental directions and strategic emphases of international geosciences, resources and environment/ecology, and defining the priorities and research focuses of Chinese geosciences, resources and environment/ecology.
Based on the essential scientific index database issued by the Institution of Scientific Information (ISI), the national and institutional distribution of nearly 250 top scientists in geosciences, environment/ecology in past twenty years has been analyzed in the paper. Also, the top 10 institution rankings in geosciences and environment/ecology by papers, citations and citations per paper from January 1993 to August 2003 are introduced briefly.
Global change study and earth system science, sustainable development research and earth management science, geosciences data and information processing and earth information science are the three integrated comprehensive priorities of international geosciences, resources and environment/ecology in the next ten to twenty years. The thematic research priorities are solid earth evolution and geodynamics, global climate change, global carbon cycle, global water system and water security, global ecosystem and biogeochemical cycle, global environmental change and ecosystem and human health, marine biogeochemical cycle and resources exploitation, global environmental change and food security, new energy research and energy security, hazards prediction and early-warning and reduction service, etc. In the end, the main characteristics of international geosciences, resources and environment/ecology are pointed out.
