Legislation of geological survey should be accelerated, as it not only meets the need of market economic system, but also is a must for the development of geological survey itself. Geological survey serves every field of social economic development by providing public goods, and should belong to social law. In the concepts of “Whole Land”, “All Nature Resources” and “One Geology”, “One Geology” falls into the category of natural science system. There should be a law system to go parallel with that of “whole resources”. To establish the law system, it must adhere to the orientation of “precompetitive geological work”, and follow the rule of geological work, rule of market economy and rule of legislation work. It is suggested that six systems be built, including geological survey planning, geological survey right, output quality supervision and examination, data management and service, and finance.
