Sea filling to make land in Shenzhen city has profound significance of sustainable development. But the increase of the storage capacity and regulation of water reservoir not only has economic significance, but also has huge environmental and ecological significance. Sea filling and reservoir expansion are the two most superior choices to satisfy these significances. This research proved the rationality of sea filling and reservoir expansion from the angles of ecology, landscape, economy, society, water supply security in city respectively.
