The paper emphasized the importance of capacity building in global change study, and concluded the processes in the capacity building from the following aspects: research forces and fund providing units, state key and opening laboratory, network of observing stations, database construction, remote sensing and geographic information system(GIS), Ocean observation and the information system of oceanic resources and environment. Simultaneously, the paper pointed out the issues of the organization, coordination and capacity buiding in global change research in China. In the end, the paper provided the concerning contermeasures and advices.
