新中国成立后,水利建设成绩巨大,面临21 世纪,中国水资源的除害兴利,出现了一些新情况和新问题:我国是缺水严重的国家,工农业和城市生活都缺水,而用水十分浪费;水污染很严重;我国又是洪水灾害频发的国家。因此迫切需要组织多学科研究水利建设的新战略,将建立节水型社会作为基本国策,进行污水处理,防治江河洪水灾害。

　After the establishment of New China ,the hydraulic const ruction has great accomplishment . Facing 21st century ,the water resources development has new problems. China is a count ry short of water. Industry ,agriculture and municipality are all short of water.But the water use is ext reme lavishly. The water pollution
is very serious. China is a count ry with f requent flood disasters. It is urgently needed to organize multiple discipline research for new st rategy of water resources development . To establish a water saving society should be our national policy. It is necessary to t reat the polluted water and to cont rol the flood disasters.
