Ocean observing is the essential and basic part of the development of Oceanic science and the improvement of ocean observing capability directly gives impetus to developing the creativity of oceanic science. This paper presents the current status and future trend of international ocean observing capability, and introduces the present challenges of developing ocean observing capability nowadays. And it also proposes some countermeasures on the gap between the demand of developing oceanic science and ocean observing capability in China.
