In order to answer the question from the United State congress on the investment and effects based on the Government Performance Results Act of 1993. NASA selected earth science program-ESE of EOS earth observation plan as an example to demonstrate the government's investment and effects quantity evaluation. This demonstration will have long term effect on the earth observation data processing and service through the bridge of quantity index system. In this paper, we introduce the objectives and contents of the program with a view of borrowing the good experience for carrying out the program of high resolution earth observation system in China, and also  for current application experiencing the transformation to quantification applications.
